DURING FINAL WEEKS OF ELECTION

WASHINGTON, DC - On October 8, 2004, Secretary Randall M. Packer gave the
keynote address at the National Association of Broadcasters (NAB)
convocation in San Diego to announce a new, compassionate agenda to empower
the disenfranchised and protect the nation's grip on reality through the
deconstruction of broadcast media.

In stark language, the Secretary shared recent intelligence concerning the
imminent danger of Rupert Murdoch and the Fox News network in an effort to
garner NAB support for the Department's initiative, Media Deconstruction Kit
(MDK).

The MDK has been used to remix and deconstruct FOX News since it was first
introduced in 2003. During the final weeks of the presidential election,
while the rhetoric heats up, the Department will continue to put the altered
matter out on the Net in an effort to swamp the mass-media with total
illusion (View at http://www.experimentalparty.org/mdk )

According to the Secretary, "Rupert Murdoch has used weapons of mass-media
deception (WMD) against his own people. He has the will and the intent to
use them against the whole world. He has links to the Bush Administration
who have used his network to spread their propaganda. We know that the
biggest threat we face is when Government is able to attain weapons of
mass-media deception and use propaganda to manipulate its own people. We
must take this threat seriously, before it fully materializes."

According to recent budget figures, US DAT has unleashed $45.5 million in
grants to coalition artists in order to combat rampant political spin that
is eroding the nation's tenuous grip on democracy. The Department is using
federal taxpayers' money to encourage all artists, including artists-based
collectives, to deconstruct Fox News and other cable news networks in an
effort to make America safer.

The Secretary warned members of the NAB: "Rupert Murdoch has given his news
team orders to disrupt our ability to reason - every person, rich and poor,
able and disabled, born and unborn - by adopting Fox's "fair and balanced"
presentation as the basis for their everyday reality. Few individuals have
worked harder and done more to bring an Orwellian culture to America than
Rupert Murdoch and his pundits at Fox. I know we're fearful of this network,
and we should be."

The US Department of Art & Technology
http://www.usdat.us
The US Department of Art and Technology is the United States principal
conduit for facilitating the artist's need to extend aesthetic inquiry into
the broader culture where ideas become real action. It also serves the
psychological and spiritual well-being of all Americans by supporting
cultural efforts that provide immunity from the extension of new media
technologies into the social sphere.

The Media Deconstruction Kit
http://www.experimentalparty.org/mdk

The Media Deconstruction Kit reconfigures, disorients, and amplifies the
disinformation of live broadcast media into an immersive, sensorial,
multimedia experience. The MDK scrambles live news broadcasts and puts the
altered matter out on the Net as a revolutionary weapon.
